Search the holiday craft aisle of your craft store for thin wooden snowflake shapes like those shown. (They are about $1 each)
Prime both sides of the snowflake with gesso. Use a toothpick to keep the hole at the tip of one of the arms free of paint.
Paint the entire snowflake with a layer of glue, being sure to cover the sides. You can hold the snowflake by one arm when you're doing this. Put a bent paperclip through the hole then carefully paint glue to the arm you were holding.

Place the gluey snowflake into a plate of silver glitter.
Pour more silver glue over the other painted side. Be sure that every part of the snowflake gets covered with glitter. If you missed any of the snowflake with glue, you can touch up those parts carefully.
Use the bent paperclip to hang the snowflake while it dries. Allow it to completely dry, overnight.
Once the piece is completely dry, add a jump ring and bead through the hole at the end...add a ribbon and you have a very exquisite ornament...
