If you are from the South, you know all about Moonpies. They make the best base for these wicked witch hats. But if you can't score any Moonpies where you are, look for big chocolate cookies instead.
To assemble, slather on a layer of chocolate icing (chocolate fudge or something dark in color rather than milk chocolate) on to the top of the moonpie. Fill an ice cream cone (the pointy kind) with candy corn or other treats and carefully frost the cone. This can be tricky and messy. The messiest part is next, when you plop the cone on the moonpie, making sure not to spill the contents. Just use your knife to even out any blips.
Cut 6" of ribbon (choose ribbon that's rather thick so that the frosting doesn't seep through) and run the ribbon through a buckle. (If the buckle is vintage, be sure to wash it well...who knows where it's been!)
Apply the buckled ribbon to the chocolate frosting!
Treat, indeed!
